Minute of Public Meeting held in Village Hall on Monday 19th May 2008 @ 7.30pm

      Councilors; - J Gillies, D Grant, K McLeod, R Currie

3.      Minute of Previous Meeting: - The Minute of the previous meeting  was approved R Purves & M Addison

4.      Matters arising:

A meeting has been arranged with the 4 East Lothian Councillors to discuss the former Bowling Club premises. The outcome of this meeting to be fed back to the Community Councillors on Monday 26th May @7.30pm in village hall.

 

    5.  Fa’side Community Planning Partnership:-

Amenities committee: - A representative of the Health Board was at the meeting talking about the plans for the next 5 years, nothing new to report on this front. The situation re Tranent Medical Practice & Ormiston appointments was discussed and we have been advised that any complaints should be directed directly to the Practice Manager in Tranent,

S Pride spoke about grass cutting

A 2 man squad is to be provided to clean up the streets.

Youth disorder is taking up a lot of time at these meetings

The Muirpark initiative is ongoing with the trouble spreading to Ormiston

Discussion was had re the introduction of ‘test purchasing for alcohol & tobacco to under age persons.

This month’s projects are

Youth Disorder in the whole ward (acceptable behaviour agreements were discussed. Everybody that is at an incident could be charged with rioting & mobbing as well as the actual offenders being charged).

Motor bikes on the local walks

The new  40mph speed limit in Gladsmuir  is not being adhered to.

The next meeting is to be held in Ormiston 11 June 2008 6.00pm in the Library

Steering Group – no meeting since last Community Council meeting held so nothing to report

    6Main Street:-

 

The Scaffolding has been removed from the ‘Co-op’ development

It was extremely disappointing to here from our Councillors that our Main Street has yet again failed to get into the required list for resurfacing (despite it now looking & feeling whilst driving on it, like a farm track). The Councillors were asked if we could have site of this ‘list’ in order to see for ourselves just how bad the situations are that are ahead of us.

We have been advised that the bollards that are to be erected to protect the historic site of the Mercat Cross are on order. Lorries are still mounting the central area where the monument is situated.

J Gillies advised that the street gullies have all been cleaned so this should ease some of the flooding which we have previously experienced with in the village.

 

7.      Proposed Planning Applications:-

 

There is to be a change to the signage on the Co-operative Store. The organization is changing their logo nationwide & this is to keep uniformity with in the group.

Permission has been granted for the building of a garage at 1 Moffat Road.

J Gillies has spoken to the owner of this property & has been advised that the area will be ‘cleaned up’. It has been an eye-sore t the surrounding residents for several years now.

8.   Computer

Community Council agreed that the secretary could purchase the required equipment on the Community Council’s behalf.

D Brydon gave a short summary of the meeting she had attended at the Heritage Forum. Main discussion point was the John Gray Centre & what was to be included in the exhibition area.

 

It was agreed that the Community Council would sponsor (to the tune of £250) some of the medals for this years Gala

 

The subject of a Community Council notice board has been raised. We used to have one on the gable wall of the Hopetoun Arms but this fell into disrepair several years ago & is no longer in existence

Another suggestion was a newsletter.

R Currie advised that the Civic Pride Fund might be source of funding for the provision of this.

This subject to be placed on next months agenda.

 

The Community Council was informed of an accident which had happened in the Village Hall Car Park on Saturday 17th May 2008. A member of the public tripped on a manhole cover which is no longer level with the stones making up the surface of the car park. Councillors were asked if East Lothian Council could investigate the condition of the car park, they were reminded that the state of the car park was subject to a meeting between council employees & community councilors several years ago & that nothing had been done to remedy the situation

 

A suggestion was made to the Councillors present that East Lothian Council consider the purchase of the 2 Paddocks for sale opposite the Public Park for the use as a village allotment site.

Minute of Meeting held in Village Hall on Monday 26th May 2008 @ 7.30pm

3.     Matters arising:

This extra meeting was called to up date Community Councillors on the outcome of the meeting held 19/05/08 between the 4 EL Councillors, members of Community Councillors & representatives of the Ormiston Bowling Club.

 

The EL Councillors eventually agreed to give their backing to the Community Councils request that they Council be asked to step up their efforts to arrange for the ownership of the village Bowling Green to be passed back to the village (Ormiston Bowling Club).

Councillors Currie & McLeod are still not keen to press for the purchase of the Bowling Club hall as they still wish to stick with the Councils plan for a new Community Centre in the 3rd year budget approx 2010.

 

It was pointed out that if the Bowling Club was purchased by the Council it would fill a short term need & could also be fitted into plans for a ‘Community Campus’ incorporating the site of the current village hall.

 

A meeting with the Councillors & members of the Community Council will be arranged with Tom Shearer (ELC), legal & property depts. Of ELC with a view to move this item forward as it is approx 7 years that this situation has been at an impasse.

D Brydon was asked to re-iterate to the Police that the Gala Committee have asked that ‘no drinking alcohol in the streets be adhered to & that there is a Zero tolerance shown in the Public Park on the Gala day or during any Gala events.

 

She was also asked that the Police/CAPP be made aware that the sale of Alcohol to minors is still being witnessed at the Little Superstore in Park Road, with a person being seen exiting from the rear of the building after the shutters of the shop had been down.

 

The Community Council was advised that a printer had been purchased on behalf of the Community Council & that a lap top was on order. The software has still to be organized.

 

The matter of rubbish lying outside the property in Park Road that has been vacant for 8 weeks was raised. Secretary to e-mail Councillors requesting that this be dealt with immediately.
